The overall objective of the project is to reduce urban disparities through enhanced economic, social and cultural opportunities for all citizens. The purpose of the project is to provide support to Istanbul, Izmir, Ankara and Bursa Municipalities to increase institutional capacity to mitigate socio economic integration and environmental related problems derived from migration, and to rehabilitate and reintegrate street children in the targeted districts.

The Project has 2 components under which the following activities will be implemented:

Project Title:
Technical Assistance for the Reception Centres for Asylum Seekers and Refugees and Removal Centres for the Illegal Migrants (Europeaid/126582/D/SER/TR)

The overall objective of the Project is to promote better implementation of asylum policies of Turkey and to control the illegal migration in line with international and EU standards and best practice. Within this context, the Project involves preparation of:
      a feasibility report
      full works tender dossier
      a Terms of Reference for the supervision services of the works
    technical specifications for the supply component of the project which cover the necessary furniture for 7 reception centres for Asylum Seekers and Refugees and 2 removal centres for the Illegal Migrants



At the end of the project, 7 reception centres for Asylum Seekers and Refugees and 2 removal centres for the Illegal Migrants will be made ready for implementation and financing under the "Instrument for Pre-accession Assistance (IPA) Programme. The project is expected to play an important role in better implementation of asylum policies of Turkey and hosting facilities for refugees and illegal migrants together with the control of illegal migration in line with international and EU Standards.

1. Component:

 Development of a critical capacity within the DGES to plan, organise, provide and manage adequate public services for a rapidly growing population.

  • Enhancing Critical Strategic Planning Capacity in the municipalities and governorships of DGES relating to migration

2. Component:

 Direct contribution to the integration of rural-urban migrants in DGES through 18 preconceived pilot projects

Project Title: Technical Assistance for the Promotion of Civil Society Dialogue between EU and Turkey (EuropeAid/125353/D/SER/TR)

The Project aims at strengthening contacts and mutual exchange of experience between civil society in the Member States and Turkey, ensuring a better knowledge and understanding of Turkey within the European Union and ensuring a better knowledge and understanding of the European Union within Turkey.

The Promotion of Civil Society Dialogue between EU and Turkey Project contains 4 different grant scheme programmes, namely; Towns and Municipalities, Professional Organisations, Universities, and Youth Initiatives for Dialogue with a total budget.

The specific objectives of the Project are provision of assistance for smooth and effective implementation of the 4 grant schemes under the "Promotion of the Civil Society Dialogue between EU and Republic of Turkey" and increasing the awareness and publicity of the project, the role the civil society and the challenges and opportunities of accession. The activities to attain these goals include preparation of Monitoring and Implementation Manuals for each of the grant schemes, assistance to Grant Beneficiaries, assistance to monitoring of Grant Projects, development of a Monitoring Information System, establishment of the interpretation and/or translation facility and awareness raising and publicity.

Expected results for this project are;

Improvement of the implementation capacity of Telecommunication Authority (TA) for the establishment of a non-discriminatory and transparent access pricing regime for the new entrants in line with the EU acquis.

 Strengthening the implementation capacity of TA for local loop unbundling. (Local Loop Unbundling: Taking the connection between user and operator from local monopoly to competitive corporations.)

 Technical assistance on accounting separation – cost accounting and development of cost models for fixed and mobile networks.
