Support to the Solution of Economic and Social Integration Problems in İstanbul, İzmir, Ankara and Bursa as Major In-Migrant Destinations (EuropeAid/125542/D/SER/TR)

Project Purpose / Objective
To provide support to Istanbul, Ankara, Izmir and Bursa municipalities to increase institutional capacity to mitigate socio economic integration and environmental related problems derived from migration and to rehabilitate and reintegrate street children in the targeted districts.

Technical Assistance for the Reception Centres for Asylum Seekers and Refugees and Removal Centres for the Illegal Migrants (Europeaid/126582/D/SER/TR)

Project Purpose / Objective
The overall objective is to promote better implementation of asylum policies of Turkey and to control the illegal migration in line with international and EUEU standards and best practice. Within this context the project will follow the purposes of preparing:



a feasibility report
full works tender dossier
a Terms of Reference for the supervision services of the works and
technical specifications for the supply component of the project which cover the necessary furniture for 7 reception centres for Asylum Seekers and Refugees and 2 removal centres for the Illegal Migrants.
 
Outputs  
Draft Feasibility Study, Initial Cost Estimate, Topographical Survey Maps and Soil Investigation/Geatechnical Reports of each site
Detailed Feasibility Study covering environmental, legal, technical, financial and socio-economic aspects for each of the centers together with a Cost-Benefit Analysis and Draft Architectural Designs of each Reception and Removal Centres
Technical Specifications for the Supplies and Terms of Reference for the Supervision Services of the Works as well as estimated cost of the supervision services and supplies
Final Design (Architectural, Structural, Mechanical, Electrical, Landscape) and Design Reports for the Works
Full Works Tender Dossiers in accordance with FIDIC requirements

Project Purpose / Objective
To provide multi-actor support to the economic and social integration as well as to the solution of environmental infrastructure problems from in-migration in provinces selected and implement joint projects for the capacity building of local administrations
To establish local capacities for the determination of the quality, quantity and types of services that shall be provided by local authorities and for the development of resources for the planning of these activities.

Technical Assistance for the Improvement of Access Regime in the Turkish Telecommunication Market (EuropeAid/123810/D/SER/TR)

Project Purpose / Objective
Improvement of the implementation capacity of TA for the establishment of a non-discriminatory and transparent access pricing regime for the new entrants in line with the EU acquis including restructuring of and capacity building at the incumbent telecom operator transforming to a service-oriented organisation in a competitive market
Development of technical capacity with existing and/or new personnel of a telecom operator to cope with technological renovation needed for modern communication networks
Strengthening the implementation capacity of TA for local loop unbundling which is a prominent element of a sound access regime promoting competition in the sector as outlined by the EU acquis for effective and efficient usage of resources and acceleration of the process of achieving workable competition.
 
Outputs




The necessary expertise and competence gained on the implementation guidelines of accounting separation and know-how on cost models that are essential for a cost based access pricing regime as foreseen in the EU regulatory package.
Expertise and knowledge of EU countries utilised on the technical, legal and regulatory aspects related to local loop unbundling.
